“Incomplete!” cried the chief surveyor, pointing at the green leaves.

“Accurate,” Ivo replied. “It shows what the city must see, without turning people’s lives into property.”

Someone in the crowd recognized the ferryboat bakery. Another called a Northbank carpenter by name. Soon hundreds of voices were asking why neighbors had been labeled as empty land.

The council could dismiss a blank. It could not dismiss a crowd.
